We are looking for a Stakeholder Manager (f/m/d) for our Electrification project of a high-speed line in Riga, Latvia.
The electrification project of the 870 km (ENE), double-track high-speed line is the worlds largest electrification project. DB E&C and its partners will provide a wide range of consulting and engineering services, including FIDIC engineering services, and will be responsible for the overall management of electrification in Lithuania, Latvia, and Estonia.

Responsibilities:
- Oversee and manage all stakeholder engagement activities for the project, ensuring effective communication and relationship-building with local authorities, statutory/non-statutory bodies, industry, land/property stakeholders, communities, and other relevant parties.
- Lead the Stakeholder Management team, including Stakeholder Managers for each Baltic country, providing guidance, support, and direction.
- Develop and implement comprehensive stakeholder engagement plans aligned with the overall engagement strategy.
- Manage stakeholder mapping, communications, and responses to stakeholder inquiries, ensuring timely and accurate interactions.
- Facilitate collaboration between the project team, Stakeholder Managers, and the Project Management Office (PMO).
- Supervise Stakeholder Engagement Coordinators, ensuring their activities meet project timelines and requirements.
- Provide briefings and support to technical teams during stakeholder meetings, ensuring feedback is effectively communicated and addressed.
- Organize and manage logistics for stakeholder workshops, roundtables, and forums, including agenda development, minute-taking, and report production.
- Analyze, review, and monitor all processes, documents, and activities managed by the Stakeholder Managers throughout the electrification service lifecycle, from design to testing, commissioning, and handover.
- Ensure Stakeholder Managers comply with Employer Requirements, providing necessary instructions and follow-up to ensure adherence.
- Monitor and evaluate the performance of Stakeholder Managers to ensure they are effectively supporting stakeholder engagement and minimizing resistance.
- Drive performance improvements where necessary, ensuring contributions to issue resolution are well-documented.
- Maintain an accurate audit trail of all stakeholder engagement activities, ensuring all contacts and activities are recorded in the stakeholder database.
- Prepare and submit regular reports on stakeholder engagement status, planning, outstanding issues, mitigations, and schedule impacts.
- Attend client-facing meetings and collaborative planning workshops, providing progress updates to the client.
- Document all meetings, ensuring that minutes of meetings (MOM) are reviewed and finalized with no objections from attendees.
- Provide instructions and follow-up on compliance with stakeholder management requirements, ensuring all stakeholders are identified, engaged, and their performance monitored.
Qualifications
- 10 yrs. with proven and verified experience and background in working within construction or transportation industry as a Project Manager/ Lead Engineer or Bid Manager, Tender Manager, Business Development Representative or Official Representative of the governmental institutions (for example, as a Project Manager).
- 10 yrs. with proven and verified professional experience with collaborating within governmental institutions (for example, local railway institutions).
- Understanding of current political situations within the Baltics region.
- Latvian, Lithuanian or Estonian (native or fluent), and English (fluent) language skills.
